Aims & Objectives
The overall goal is to promote sustainable, spatially integrated and orderly development of urban settlements, supported by adequate housing, infrastructure and services, efficient institutions, and a sound living and working environment.
Strategies
The policy adopts a broad, integrated strategy built around the following approaches:

• Integrated spatial planning.
• Urban economic development.
• Improved infrastructure and services.
• Affordable housing.
• Environmental sustainability.
• Urban safety and disaster management.

Conclusion
Implementation is designed around multi-level and multi-stakeholder coordination, consistent with Ghana's decentralisation framework. Urban development responsibilities are shared among central government, MMDAs, RCCs, private-sector actors, civil society, traditional authorities and other relevant institutions. The policy emphasises clear institutional roles, coordination and implementation at the local level.
